第五條 本校自辦自償性支出或建設，應強化財務規劃及成本效益評估，其可行性得聘
請校內專業教師若干人組成小組協助審查並經校務基金管理委員會審議通過後
據以執行。前項自償性支出或建設之財務規劃及成本效益評估，得委託專業機
構辦 理。
Article 5 For the University’s self-funded self-compensatory expenditures or
construction, financial planning and cost-effectiveness evaluation shall be
reinforced. Several professional teachers from within the University may be
asked to form a group that helps review the feasibility and they may be
implemented accordingly once reviewed and approved through the University
Endowment Fund Management Committee). The financial planning and cost-
effectiveness evaluation of self-compensatory expenditures or construction
indicated in the preceding paragraph may be outsourced to a professional
agency. |

第六條 |
第六條 本校自辦自償性支出或建設之自籌項目經費來源不足時，得向金融機構舉借，
貸款金額須經校務基金管理委員會及校務會議審議通過。校務會議必要時得成
立專案小組監督。累計貸款金額，以不超過新臺幣 10 億元為限。前項向金融
機構舉借時，應就利率水準、償還年期等評比甄選適當行庫辦理。
Article 6 In the event that there is insufficient funding for self-raised items of the
University’s self-funded self-compensatory expenditures or construction,
borrowing from financial institutions is allowed. The value of the loan,
however, is subject to prior review and approval by the University
Endowment Fund Management Committee and through the University
Council. If necessary, a project task force may be formed to supervise the
University Council. The accumulated value of the loans may not exceed NT$
1 billion. For loans from financial institutions as mentioned in the preceding
paragraph, a suitable bank shall be screened and selected according to the
interest rate level and the payoff deadline, among others. |

第七條 |
第七條 辦理自償性支出或建設，應於計畫完工營運後，每半年檢討營運情形及債務負
擔狀況，如有無法達成原訂自償率之虞時，管理單位應即檢討提出改進措施。

第九條 |
第九條 舉借債務之清償，除由營運收入按月攤還外，得就自籌項目經費提撥一定比例
金額，充當舉借還款準備金。前項提撥比例由校務基金管理委員會審議之。
Article 9 Raised debts are to be amortized over the respective months and paid off
with the operating income and a certain ratio may be set aside from self-
raised budgets to serve as the reserve for paying off the loans, too. The ratio

一、 |
一、 國立成功大學（以下簡稱本校）為使與本校校務相關之學術性質基金會、學會或協會等團體（下稱機構），得申請設立機構會址於本校，有助於校

二、 |
二、 機構申請於本校設立會址，須符合下列條件：
2. Any institution applying to set up a presence at the University must fulfill
the following criteria:
（一）機構與本校院系所之學術發展或校務推動相關。
(1) The institution is relevant to the academic development of the
departments and graduate institutes of the University or the
University's affairs in general.
（二）機構之代表人或負責人，以該相關院系所專任教師為限。但情形特殊者，經各院系所專案簽請校長同意，不在此限。
(2) The representative or the person in charge of the institution is
limited to a full-time teacher at the said relevant department or
graduate institute. Under special circumstances, however, such
limit does not apply with prior approval from the President of the
University as an exception upon request by the said department or
graduate institute.
（三）申請設立期限，以機構代表人或負責人任期為限。
(3) The duration of the presence involved in the application shall be no
longer than the tenure of the representative or person in charge of
the institution. |

四、 申請程序： |
4. Application procedure:
(一）機構應以書面向業務相關院系所提出，並檢附立案證明書、代表人
或負責人當選證明書、決議設址於本校之會議紀錄等相關文件。
(1) The institution shall apply with the relevant department and
graduate institute in writing, with enclosure of the registration
certificate, the certificate of election of the representative or person
in charge, and the meeting minutes for the decision to set up a
presence at the University, among other relevant documents.
(二）業務相關院系所先進行審查，以確認其與學術發展或校務推動相關
後，簽請校長同意。
(2) Review will be performed first by the relevant department or
graduate institute to confirm the relevance to its academic
development or the promotion of the University's affairs prior to
submission to the President of the University for approval.
(三）院系所應先提出擬出租地點、面積等資料予總務處經營管理組，俾
憑配合進行租金試算及提供土地地號、建物建號等相關資料。
(3) The department or graduate institute shall submit materials such as
the intended site and area to be leased to the Management Service
Division, Office of General Affairs first in order to facilitate the
calculation of the rent and the provision of any related information,
such as the lot number of the land and building number.
（四）經核准後，如有使用本校校舍空間，應與本校簽訂房地租賃契約並
辦理公證。
(4) Once approved, if the University’s affiliated space is used, a lease
shall be signed with the University and be notarized. |

五、 機構經同意設立會址，不得作違反法令或約定用途之使用，違反者，本校得廢止其許可。 |

六、 |
六、 本校同意機構會址設立之期限屆至時，機構應自行變更或更正會址，並不得以本校地址為機構會址。如有違反，經本校通知後，仍未改善，必要時本校得為一切法律行為請求損害賠償。
Upon the expiration of the deadline by which the institution may set up its presence as approved by the University, the institution shall change or correct its address and may no longer use the address of the University as its institutional address. Any violation, upon notification from the University, without signs of improvement, may be subject to any legal action taken by the University to claim damages. |

第一條 凡國立成功大學（下稱本校）教職員工配借宿舍（含眷舍、多房間及單
房間職務宿舍），向本校申請有關宿舍各項修繕時，依本辦法規定辦
理。

referred to as “NCKU”) who are allocated dormitories (including family
quarters, the multi-room dormitory, and the single-room dormitory) shall apply

第二條 借用人配借宿舍前，宿舍修繕採先修後配原則，由總務處經營管理組
與營繕組或事務組共同現勘評估後，以堪用為原則進行修繕，損壞不
能修復，始得換新。
Article 2 Prior to the allocation of a dormitory, repairs shall follow the principle of
"repair before allocation." After a joint on-site inspection and evaluation
conducted by the Management Service Division and the Construction and
Maintenance Division or General Service Division, necessary repairs shall be
made based on the principle of usability. Replacement is only permitted when
the item is damaged beyond repair. |

Article 3 |
Article 3 If the structures and facilities of the dormitory require maintenance, or if
damages are caused by improper use or failure to fulfill the responsibility of
proper maintenance by the borrower, or if consumable items (such as light
bulbs) are damaged, the dormitory borrower shall bear the repair costs.
However, NCKU shall be responsible for repairs under the following
circumstances:
1. Roof leakage (including patching or tile replacement);
2. Safety concerns involving beams, columns, or flooring;
3. Rupture of shared water pipelines;
4. Malfunction of public facilities such as the main power supply or primary
water supply pump;
5. Septic tank blockage caused by root intrusion, as verified upon inspection;
6. Maintenance or replacement of fire safety equipment in public areas;
7. Other items as determined by the Office of General Affairs. |

宿舍之公用設備，如電梯、飲水機、鍋爐、緊急發電機(含消防馬達)、排煙設備等，應定期維護保養，並由宿舍自治委員會(下稱自治會)管理費支付或由宿舍借用人分攤該費用，以維護宿舍借用人使用權利及提 升住戶居住安全。 前項修理或更新之費用，經本校參考設備維護保養紀錄及評估自治會之意見後，決定自治會或借用人應分攤之部分。 |

Article 4 |
Article 4 Public facilities in the dormitory—such as elevators, water dispensers,
boilers, emergency generators (including fire pumps), and smoke exhaust
systems—shall be regularly maintained. The costs shall be covered by the
Dormitory Self-Governance Committee (hereinafter referred to as the “Self-
Governance Committee”) through management fees, or shared among the
dormitory borrowers to protect their usage rights and enhance residential
safety.
The cost of such repairs or replacements shall be determined by NCKU after
reviewing equipment maintenance records and evaluating the opinions of the
Self-Governance Committee, in order to decide the respective cost-sharing |

第五條 |
宿舍借用人應善盡清潔維護及公共空間及設備管理之責任。若因平時
未予清潔維護，而致設備毀損及屋頂漏水等情事，須由全體宿舍借用
人負擔維修費用。若因借用人自行整修而致漏水情事，須由借用人自
行負擔費用。
Article 5 Dormitory borrowers shall fulfill their responsibilities for cleanliness and the maintenance of public spaces and facilities. If damage such as equipment malfunction or roof leakage occurs due to lack of routine cleaning and maintenance, all dormitory borrowers shall bear the repair costs collectively. If roof leakage results from unauthorized renovation by a borrower, that borrower shall bear the full cost. |

第六條 |
宿舍之共同壁及樓地板或其內之管線損壞，除有第三條但書規定情形
外，由宿舍借用人自行修繕，其修繕費用視情形由該共同壁雙方或樓
地板上下方之借用人或自治會共同平均分攤。若可歸責於借用人之事
由所致者，由該借用人負擔。
Article 6 In cases of damage to shared walls, floor slabs, or internal pipelines, unless covered under the exceptions listed in Article 3, dormitory borrowers shall be responsible for repairs. The repair costs shall be shared equally by both parties using the shared wall, or by the upper and lower floor borrowers in the case of flooring. If the damage is attributable to one borrower, that borrower shall bear the full cost. |

第九條 |
第九條 住戶自費裝修等營繕工程，須報請總務處核准後始得辦理。遷出時，
應恢復原狀，倘借用人有正當理由無法自行處理，應繳納相同費用委
由學校代為處理。
Article 9 Renovation or construction work funded by the dormitory borrower must be
approved by the Office of General Affairs prior to commencement. Upon
moving out, the original condition must be restored. If the borrower is unable
to restore the condition for justifiable reasons, NCKU shall handle the
restoration, and the borrower shall pay the corresponding fee.
第十條 依本辦法規定應由本校負擔之修繕項目，由借用人於線上提出申請
後，依程序辦理。新配借之住戶，如發現宿舍有修繕之需要，應於簽
約日起一個月內提出申請。
Article 10 For repair items that, under the provisions of these Regulations, are the
responsibility of NCKU, the borrower shall submit an online application,
after which the repair will be processed in accordance with established
procedures. New residents who identify necessary repairs upon moving in
must submit an application within one month from the date of contract
signing.
第十一條 本辦法經本校宿舍配借及管理委員會通過，校長核定後施行，修正
時亦同。
Article 11 The Regulations shall be passed by the Faculty and Staff Dormitory
Assignment, Lending, and Management Committee, submitted to the
President of NCKU for approval, and then implemented. The same shall
apply to all subsequent amendments. |

一、 |
一、 本宿舍僅供職員本人居住，嚴禁外人留宿。
二、 宿舍內應保持寧靜，在就寢時間，不得喧嘩、吵鬧及其
他妨礙安寧之行為。
三、 職員進出宿舍大門，應隨時關鎖，以防外人進入。
四、 宿舍內不得擅自改變電線線路或使用電爐、酒精爐等。
五、 遇颱風、地震、空襲、火警、水患或其他意外情事發生
時，應聽從管理人員之勸告，採取緊急措施，以策公共
安全。
六、 宿舍內公有家具、水電、衛生、瓦斯及安全設備等，應
共同愛惜使用。
七、 宿舍內外應保持整潔，並不得於公共區域堆置私人物
品，嚴禁亂拋雜物，確保公共衛生。
八、 宿舍內嚴禁酗酒、賭博、吸毒及其他不正當之行為。

十一、 借用人違反本公約之規定者，由事務管理人員視情節

一、本公約依 109 年 11 月 27 日行政院修正「宿舍管理手冊」第一章第六點訂定。 二、本宿舍僅供借用人居住，禁止借用人以外人員留宿。 三、宿舍內應保持寧靜，不得喧嘩、吵鬧及其他妨礙安寧之行為。 四、借用人進出宿舍，應隨時關門，以防外人進入。 五、宿舍內不得擅自改變水、電、瓦斯等線路，以策安全。 六、住戶或自治會為維護、修繕宿舍或設置管線之需，必須進入或使用宿舍時，應配合不得拒絕進入。 進入或使用，應擇其損害最少之處所及方法為之，並應回復原狀或補償所生之損害。 因前項規定所生之爭議，由自治會負責協調，協調不成，得報請本校處理。 七、遇颱風、地震、空襲、火警、水患或其他意外情事發生時，應聽從管理人員之勸告，採取緊急措施，以策公共安全。 八、宿舍內公有家具、水電、衛生、瓦斯及安全設備等，應共同愛惜使用。 九、宿舍內外應保持整潔，不得於樓梯間、共同走廊、防空避難設備等公共區域堆置私人物品，設置柵欄、門扇，並嚴禁亂拋雜物，確保公共衛生。 十、宿舍區內嚴禁抽菸、酗酒、賭博、吸毒及其他不法之行為。 十一、宿舍內嚴禁存放違禁或危險物品。 十二、宿舍內之衛生設備，借用人應確保暢通與清潔。 十三、住戶或自治會需負責修剪樹木草坪、疏通排水溝、清理化糞池，維持水塔、水池清洗等環境清潔。 自治會為維護公共設備或公共空間之清潔、 安全及衛生等得向住戶收取自治管理費，宿舍住戶應配合繳納。 十四、具有整體不可分性之集居宿舍區應設自治會，並得依本公約訂定規約。 自治會之規約及決議不得違反本校宿舍管理相關法令、法律強制規定及公序良俗，違反者無效。 各自治會規約之訂定或修正應經本校教職員宿舍配借及管理委員會核定後生效。 十五、借用人違反本公約、其他法令或自治會規約之規定，經校方勸導後仍再犯者，得提請本校宿舍配借及管理委員會討論議處。 十六、本公約有未盡事宜者，依民法、宿舍管理手冊及其他相關規定辦理。 |

宿舍居住事實查考及認定作業原則 ～ 四、各宿舍管理機關辦理居住事實之查考作業，得視需要採取下列輔助措施： |

為期行政院及所屬各機關學校經常辦理宿舍居住事實查
考作業並有明確之認定依據，以維護宿舍建置目的，特
訂定本原則。
(一）首長宿舍。
（二）單房間職務宿舍。
（三）多房間職務宿舍。
（四）七十二年五月一日前配住之眷屬宿舍。
(一）定期或不定期由事務管理單位或會同相關單位人
員，經簽報機關首長派員實地訪查各宿舍借用人
居住情形。
（二）派員實地訪查時，如該戶宿舍無人在家，除現場
留置通知單請借用人限期回覆外，並再以掛號郵
寄方式通知宿舍借用人限期回覆。
（三）如訪查結果及相關資料不足認定時，得視必要再
辦理訪查。
（四）宿舍借用人如有出國、至大陸地區或住院等特殊
情形，應適時通知管理機關，俾利查考認定。
