Pioneering Research and Service Headquarters in NCKU as Model for Academia-Industry Collaboration Since NCKU established the Research and Service Headquarters (RSH) in 1996, the first of its kind nationwide, a total of more than fifty research centers have been founded. These include the Disaster Prevention Research Center, the Satellite Geoinformatics Research Center, the Coastal Ocean Monitoring Center, the Resource Recycling and Management Research Center, the Business Incubation Center, - all with the aim to integrate research work force and resource as well as to establish cooperative platform and liaison among industry, government, academia, and research organizations. NCKU makes great contribution to industrial development and domestic competitiveness through transferring research achievement to industries. Each year, an affiliated center of the RSH is, on average, commissioned to conduct 3 or 4 projects of Industry-Academia cooperation, which amounts to around seven or eight hundred million New Taiwan Dollars (NTD). 資 通 安 全 政 策 聲 明 ～ ～加強資安訓練，符合法令要求規範 |
為了使本校 ISMS（資訊安全管理系統）能貫徹執行、有效運作、監督管理、持續進行，維護本校重要資訊系統的機密性、完整性與可用性，特頒布資訊安全管理政策。本政策為高階指導原則，所有同仁、委外廠商皆有義務積極參與推動資通安全管理政策，以確保所有資訊系統安全維運，並期許所有人均能了解、實施與維持，以達資訊持續營運配合本校業務遂行的目標：
「落實資通安全，強化資通服務品質」；
「加強資安訓練，符合法令要求規範」；
「規劃持續營運，迅速完成災害復原」。
貫徹執行 ISMS，所有資訊作業相關措施，應確保資料之機密性、完整性及
可用性，免於因相關資訊安全威脅遭受洩密、破壞或遺失等風險，選擇適切
的保護措施，將風險降至可接受程度進行監控、審查及稽核資訊安全管理制
度的工作，以完善的資通安全強化服務品質，提升服務水準。
加強資安訓練，督導全體同仁落實資通安全管理，持續進行適當的資通安全
教育訓練，建立「資通安全，人人有責」的觀念，促使同仁瞭解資通安全相
關法令要求之重要性，進而遵守法令及規定，藉此提高資通安全認知及能
力，降低資通安全風險，達成資通安管理法及個人資料保護法等相關法令要
求事項。 |

三、 ～ 八、 |
本作業原則用詞，定義如下：
（1） 智慧型行動裝置：指具可移動性、無線上網功能、允許使用者自行連網下載安裝應用軟體並可透過觸控面板進行操作等特性之個人化裝置，主要為智慧型手機或平板電腦。
（2） 行動化服務：指搭載於智慧型行動裝置供使用者運用之應用服務，主要為行動化應用軟體。
（3） 行動化應用軟體(Mobile Application; Mobile App)：民眾自行下載安裝於智慧型行動裝置之資訊軟體。
(刪除)
各機關開發行動化服務前，宜優先評估將政府資訊開放民間加值創新應用之可行性；其經評估屬應由機關開發者，再由機關自行或委外開發。
各機關自行或委外開發之行動化服務宜以提供主動服務為內涵，並以達成簡化服務流程、提升服務效能、創新使用體驗等為目標，並考量後續維運之財務規劃，作為評估自行或委外開發及訂定優先順序之發展原則。
各機關發展行動化服務應衡酌機關之資源，優先發展能提供多數服務對象取用之服務。
各機關行動化服務應有可資識別服務提供者之資訊或圖像，並設有意見回饋或問題諮詢功能，俾彙整使用者意見，持續精進服務內容。 |

九、 ～ 十六、 |
九、 行動化服務應隨各作業系統或標準開發工具版本更新，進行穩定性調整作業，以確保服務穩定運行。十、 各機關行動化服務，宜串連其他機關之服務，共同推廣政府服務。十之一、 各機關應依據身心障礙者權益保障法及無障礙資訊技術相關規範，辦理行動化服務無障礙設計作業，保障身心障礙者獲取資訊之權利。
十一、 各機關開發之行動化服務應符合個人資料保護法及行政院訂定之政府資通安全管理等相關規定，並通過經濟部工業局訂定行動化應用軟體之檢測項目，始得提供民眾下載使用。
十二、 各機關發展行動化服務應建立績效管理機制，定期檢討服務成效。行政院所屬二級機關應於每年十二月三十一日前彙整其所屬機關(構)之績效及資通安全檢測報告，送國家發展委員會進行管考。
十三、 各機關發展行動化服務以免費提供民眾、組織團體或企業使用為原則。但有特殊業務需求，各機關得依規費法等相關法規之規定，徵收費用。
十四、 各機關得視需要，依據本作業原則，訂定相關規定。
十五、 行政法人得準用本作業原則之規定。
十六、 各級地方政府及所屬機關(構)得參考本作業原則，發展行動化服務。 |
