若學位論文的內容，在畢業前已發表於學術期刊，出版商針對研究生自己已發表的期刊內容，再使用於學位論文的政策為何？
下表為參考麻省理工學院圖書館資料，彙整23間出版商關於「研究生自己已發表的期刊內容，再使用於學位論文」之政策連結。
研究生是否得以將自己已發表的期刊論文，收納於學位論文，應依各系所規定辦理，且與指導及口試委員確認後，方得依照出版商規定收納於論文中。政策可能隨著時間改變，因此，建議研究生再使用自己已發表之文章前，再次確認相關規範。

(國立成功大學學術誠信推動辦公室)學術倫理教育時數規範
依【國家科學及技術委員會補助專題研究計畫作業要點】第26點第10項規定，自2017年12月1日起
首次申請之計畫主持人及共同主持人：應於申請研究計畫之日前三年內，完成至少六小時之學術倫理教育課程訓練。
參與計畫之人員(含專兼任助理及研究生)：應於起聘日起三個月內檢附六小時之學術倫理教育課程訓練相關證明文件。
依本校【教師及研究人員學術研究倫理教育課程實施要點】第4點規定，
本校參與研究計畫人員應於規定時間內，完成學術研究倫理教育課程，並取得研習證明，自行登錄至本校「學術倫理教育時數登錄平台」。
計畫主持人自行檢核相關參與研究計畫人員確有符合委託或補助機關之規範。計畫主持人應提供相關證明文件，以供委託或補助機關查核。

Q1:計畫主持人若於2017年12月1日之前申請過科技部計畫但未通過，是否為科技部認定之首次申請計畫主持人?
A1:否，該要點的規範為首次接觸科技部計畫之人員。
Q2:首次參與計畫之人員，包含的對象有哪些?
A2:博士後研究、專(兼)任助理、研究生。
Q3:若助理2017年12月1日前，在其他單位執行過科技部計畫，是否在此規範內?
A3:否，只要在2017年12月1日前，曾經執行過國科會計畫，則不再此規定內。
Q4:若兼任助理的工作內容為一般行政庶務，是否需要6小時的學術倫理教育時數?
A4:專題研究計畫聘僱的兼任助理分為兩類：(1)協助執行研究，如做實驗、分析數據、研究成果撰寫及發表等，則需6小時的教育時數。(2)一般行政庶務，如經費核銷、公文傳遞等，則不在此規範內。
Q5:學術倫理教育時數的獲得管道有哪些?
A5:(1)校內外學術倫理講座課程、(2)學術倫理線上課程前往。
Q6:HREC或IRB教育時數是否可以列入科技部要求之六小時教育時數?
A6:國科會於強化學術倫理機制說明會提及:『若照學術界對「學術倫理」、「研究倫理」、「人類及人體研究倫理」三者之關係來看，學術倫理包含研究倫理，研究倫理包含人類及人體研究倫理，故受過人類及人體研究倫理課程訓練者，的確可以計入學術倫理教育的時數。然而，學術倫理或研究倫理課程中有許多內容超過人類及人體研究倫理範圍，例如研究經費使用、著作權、避免研究不當行為、作者定義、利益衝突等，所以或許時數足夠，但是內容並不完整充實。 為與國科會政策一致強化學術倫理自律規範，本校學術誠信推動委員會於107年2月1日第一次會議決議，HREC或IRB教育時數至多認列三小時。
Q7:完成線上課程後，時數是否會自動匯入「學術倫理教育時數登錄平台」?
A7:否，使用者需憑證書自行登錄。
Q8:聽完講座課程後，時數是否會自動匯入「學術倫理教育時數登錄平台」?
A8:若為學誠辦公室所主辦之講座活動，活動結束後二週內，時數將自動匯入平台。然若非學誠辦公室所主辦之講座，需憑研習證明，自行登錄至平台。
Q9:學術倫理教育時數審核需要多久時間?
A9:自申請日期算起，最晚一週內完成審查。
Q10:如何將學術倫理教育時數登錄平台的時數移轉至新帳號?
A10:請將舊有及欲轉入的學號/員工編號，email至z10611031@email.ncku.edu.tw，並於主旨註明學術倫理教育時數移轉即可。辦理移轉前，請先確認舊有帳號是否有相關時數。

學術誠信學期學分課程/活動認列須知
【個人申請】學期課程內容如包含「學術誠信理」，學生得憑「授課大綱」、「成績單」，至學術倫理教育時數登錄平台申請認列。學誠辦公室得依課程內容之相關性及實際授課時數，認列相同教育時數。任課教師得憑「授課大綱」登錄學術倫理教育時數登錄平台申請時數認列。學誠辦公室得依課程內容之相關性及實際授課時數，並參酌教師課前準備所需投入之時間及精神，認列講授時數二倍之教育時數。
【授課教師統一申請】1.授課教師於課程開始三週前，將「活動/課程資料」或「授課大綱」標註申請認列的課程名稱及時數，寄至z10611031@email.ncku.edu.tw信箱，並於主旨註明【O...】。2.學誠辦公室確認資料完整，審核後將寄送Email通知申請人審核結果，並提供以下文件：附件1_簽到/退表pdf檔(每堂課一份)、附件2_全程參與者名冊Excel檔(每堂課一份)。3.申請人於學期課程/活動結束後，將上述資料寄至學誠辦公室信箱。經確認無誤後，學員之教育時數將由學誠辦公室協助於一週內匯入學術倫理教育時數登錄平台。

課程簡介: 臺灣學術倫理教育資源中心（https://ethics.moe.edu.tw/）是由教育部規畫建置的學術倫理線上課程網站，本校教職員生可採取個人註冊的方式進行上課。於首頁登錄區點選【註冊帳號】，填寫基本資料，務必填寫真實姓名（資料將印在修課證明），並詳閱「上課說明」、「測驗說明」、「網站使用說明」。註冊完成後，回首頁點選擇登入身分【個人註冊】便可開始啟用。更多資訊，請參考使用說明。
使用步驟:
1. 於首頁點選【註冊帳號】，填寫基本資料，務必填寫真實姓名（資料將印在修課證明）
2. 註冊完成後，回首頁點選擇登入身分【個人註冊】便可開始啟用。點選【課程專區】，選取欲【加選】之課程。
研究所核心課程模組，課程共計18門，修習完畢並通過測驗後，即可獲得6小時學術倫理教育時數。
研究倫理定義與內涵、學術寫作技巧：引述、隱私權基本概念。
研究倫理專業規範與個人責任、學術寫作技巧：改寫與摘寫、受試者保護原則與實務。
研究倫理的政府規範與政策、不當研究行為：自我抄襲、研究中的利益衝突。
不當研究行為：定義與類型、論文作者定義與掛名原則、學術寫作技巧：引用著作。
不當研究行為：造假與變造資料、著作權基本概念、研究資料管理概述。
不當研究行為：抄襲與剽竊、個人資料保護法基本概念、學術研究者的社會責任。
3.完成後，點選【我的課表與總測驗】開始上課。課程結束後選取【總測驗】，測驗前，請務必確認姓名，並詳閱注意事項。測驗為單選題，自題庫隨機選出，答對率須達85%以上方才通過。
4.通過測驗後，隔日中午即可下載修課證明:【學習歷程】/【下載修課證明】。

避免成為「掠奪性期刊」受害者 謹記「停看聽記」口訣
2010年，美國科羅拉多大學丹佛分校（University of Colorado Denver）副教授級圖書館員Jeffrey Beall提出「掠奪性出版」（Predatory Publishing）一詞，用來描述不擇手段的開放近用（Open Access）學術期刊出版商，為了謀取利益，大量出版未經嚴謹同儕審查的文章，以賺取作者文章刊登費。這些缺乏嚴謹審查的文章廣為流傳，對科學研究的真實性造成嚴重的威脅。為了解近年來竄起的學術詐騙，國立成功大學學術誠信推動辦公室於3月26日，邀請臺灣大學圖書資訊學系林奇秀教授兼系主任，就「別當叢林裡的小白兔：如何避免誤觸掠奪性期刊的網羅」專題演講。林奇秀教授指出，1990年代，學術社群為抵抗大型學術期刊出版商的壟斷，提倡知識共享及自由流通。開放近用（Open Access）期刊便成為新型學術傳播方式。有別於以往讀者付費模式，開放近用期刊採用作者付費，出版商向作者收取文章處理費（Article Processing Charge）。論文刊登後，讀者便能透過網路免費閱讀及使用，打破知識獲取的高牆；然而，此番好意卻被掠奪性出版商（Predatory Publishers）用來詐財。此類型出版商以獲利為首要目標，以不實的訊息引誘研究員投稿並支付高額費用，但對於期刊內容卻又草率審查。哪些人容易掉入掠奪性期刊的陷阱？林奇秀教授進一步表示，在學術氛圍的影響下，新進教師及研究員、需要產值的碩博士生、跨領域發表的研究者，基於發表壓力、投稿經驗未成熟而誤觸羅網，將研究成果刊登於不良期刊，不但心血的白費，也損害研究者的名譽。有關掠奪性期刊的辨別方式，林奇秀教授也提供以下特徵：期刊網站缺乏準確且詳細的期刊資訊，或者抄襲其他期刊資訊、刊名常冠有International、或先進國家名稱等形容詞、期刊領域過於廣闊或主題異常精細、宣稱有影響指數（Impact factor）、粗糙的網站設計等。在編輯人員方面，沒列出主編、無提供審查委員的學術背景、編輯委員會身兼數個期刊、出版流程不透明、隱匿付費資訊等，都是掠奪性期刊的慣用手法。美國科羅拉多大學丹佛分校圖書館員Jeffrey Beall，因看不慣唯利是圖的出版集團，對學術研究造成的負面影響，建置 Beall’s Lists清單，列出潛在可疑的掠奪性期刊和出版商。林奇秀教授建議，研究員在投稿時，謹記「停、看、聽、記」口訣，避免成為下一個掠奪性期刊受害者，（1）停：不使用邀稿Email的連結，切勿見獵心喜、投稿前留意是否涉及著作權讓渡等問題；（2）看：利用JCR（Journal Citation Reports）查證期刊是否真有IF值、確認期刊是否有收錄在SCI、SSCI，或其他較具權威性的學術資料庫；（3聽：多跟周遭學術同儕打聽資訊、向圖書館尋求諮詢；（4）記：投稿給陌生期刊時，盡可能記載相關步驟並截圖儲存、在讓渡版權前，與出版商確認是否需支付文章處理費。最後，林奇秀教授建議在場師生，善用圖書館的索引資料庫，切勿抱持投機取巧的心態投稿，造成研究心血的浪費。 |
